A proposed new airport to the east of Toronto would be a ``regional reliever'' designed to take pressure off Canada's largest airport, says the region's airport authority. A draft released Tuesday by the Greater Toronto Airport Authority envisions a 30-year-plan to build in stages a facility to handle 11 million passengers per year and generate an estimated $5 billion per year for the local economy.
