UN PREDICTS '09 DECLINE
United Nations predicts tourism decline in 2009 amid global economic crisis
Canadian Press
Taleb Rifai
The United Nations' tourism organization said that international vacation travel could drop up to two per cent in 2009 as the economic crisis worsens. Europe's broad tourism industry would likely see the largest drop in visitors, but that small countries dependent on foreign spending might suffer most, said Talib Rifai, secretary general of the UN World Tourism Organization. Approximately 924 million tourists travelled across international borders in 2008, Rifai said - or two per cent more than the previous year, though the numbers fell sharply in the last six months as economic worry prompted people to curb spending. Rifai called the increase modest compared with the "bullish years'' of 2004-2007, when growth averaged seven per cent. "This is not a tourism crisis. It's an economic crisis that spills over into tourism," Rifai said in Berlin, where he was attending a tourism trade fair. [Full text and pictures]

ENHANCED LICENCES DON'T OFFSET PRIVACY RISKS
Saskatchewan decides to put the brakes on enhanced driver's licences;  highlight that benefits don't outweigh people's privacy
Canadian Press
Saskatchewan's decision to put the brakes on high-tech driver's licences shows their benefits don't outweigh the invasion of people's privacy, according to one of Canada's top privacy watchdogs. Alberta has already ruled out bringing in an enhanced driver's licence. British Columbia brought in enhanced licences last year, while Ontario passed legislation allowing the province to issue the high-tech licences and photo identification cards. Manitoba residents can now apply for an enhanced card, which comes with a protective sleeve to deter hackers. Quebec and Nova Scotia are also looking at similar cards.

UK TO OUST TURKS & CAICOS GOVERNMENT?
Reuters reported that Britain said on Monday it was ready to remove the cabinet and elected assembly of a Caribbean colony, the Turks and Caicos Islands, after an investigation found evidence of widespread corruption. The British government said it had, on Auld's recommendation, drawn up an order suspending parts of the islands' constitution. The order would remove the cabinet and the House of Assembly from office and hand their powers to the islands' governor, who represents Britain's Queen Elizabeth.
