HI-TECH IDS COMING TO 2 PROVINCES
Dalton McGuinty says new ID will ease border crossing in Manitoba, Ontario; no set date for new licences
Canadian Press
Cross-border travel may be easier with new high-tech IDs
The Ontario and Manitoba governments are working toward making it easier for travellers to visit the United States without a passport, but Canadians shouldn't get the wrong message and consider it an invitation to shop more in border cities, says Ontario Premier Dalton McGuinty. McGuinty met Sunday with Manitoba Premier Gary Doer to discuss new high-tech driver's licences the provinces are working on, which will contain citizenship data and could be used in the place of passports at the U.S. border. McGuinty said there's no exact timeline on when the new licences will be brought in, and the premiers are waiting on the American government to reveal what specifications they need to satisfy their security concerns. U.S./CANADA OVERFLIGHT TALKS
Ottawa asks Washington for further exemption to proposed overflight rules
Canadian Press
Transport Minister Lawrence Cannon has asked U.S. Homeland Security to exempt all Canadian airlines flying over U.S. territory from onerous new security rules. The proposed U.S. Secure Flight Program would require airlines flying over U.S. territory to provide American authorities with passenger lists. In an official submission to U.S. regulators, Cannon urges the Americans to weigh the threat posed by Canadian overflights that do not land at U.S. airports against the privacy and individual rights of passengers. Domestic Canadian flights, which represent over 75 per cent of all overflights, will be exempt under the proposed program. But Cannon says the federal government is concerned about the program's implications and he says flights between Canada and third countries that overfly the States should also be exempt. NEW INT'L PILOT TRAINING RULES
CAE expected to cash in on new international pilot training licences; potential training market worth US$400M
Canadian Press
CAE's flight simulator
A new international rule that allows commercial airline co-pilots to gain licences with minimal actual flying experience could be money in the bank for simulator manufacturers and pilot training firms like Canada's CAE Inc. The International Civil Aviation Organization (ICAO) has amended its decades-old rules by adopting multi-crew pilot licences (MPL), which permit training primarily in simulators. The new competency-based training will instead require cadets to perform specific tasks in simulators. The potential training market for MPL alone is estimated to be worth about US$400 million, once training centres are fully up and running to train 4,000 to 5,000 cadets per year.  The new system saves time and money for airlines, who are expected to foot a large part of training costs.
